Charge light ON, while car is OFF

Title says it all.
I have pulled every fuse in the cabin and engine bay, i have disconnected my amp wires from the battery. I have put a different battery in. And nothing changes, charge light is still on, so somewhere power is still getting drawn.

Although, may not be related, my horn stopped working. I pulled my wheel off, ground is well and clean, and power connection is still good.

Also, the charge light has never been on while the car is on, the light goes off when the key hits the ON position.

Did just go out to crank the car up, once the key hit the ON position, my RPM needle jumped slightly to about 1k, never had that happen. Could that have anything to do with power being drawn somewhere behind the cluster? Not too electrical savvy so that may sound ignorant.

Check your alternator?

What would be wrong with it? If the car is running the light is OFF, and can run fine. No issues with dying. But once the car is off, something is draining the battery.

Are you saying the light is on while the key is completely out?
