Default timing question

so I have to retard my timing on my car to pass emissions. Which way do you turn the cam sensor to retard it? And do I losen the two bolts just behind the valve cover or is it the long 12mm bolt in the back next to the coil packs? This is on a '95. Thanks fellas.

Use an adjustable timing light and turn the sensor until it likes up with the TDC mark at 0.
