Well, you have two realistic options: A, built a heat shield or cold air box and ensure cold air is getting into it or: B, move the filter either higher into the fender or somewhere cooler air is likely to be.
Look like you would have room to put a U pipe on there and turn that filter towards the headlamp.

That was my thought as well. Or a 90* turn and build an airbox/heatshield.

Back in 95 I relocated my stock airbox, flipped it upside down, and cut off the bottom

When I got my standalong in '97 I just put a K&N in the nose strait into the TB. Used a 19" wide radiator to make room.

i might go get a 45* tube because a 90 could be too sharp. the actual pipe ENDS at the MAFS closes to the visible pipe. so a 45 would work i think. ill keep looking into stuff.. thanks for the help

three options for cheap:
1) section off the shelf area from the exhaust(aka one big cold air box)
2) 90 deg bend and then smaller cold air box
3) put the stock intake back on and maybe add a rendal intake.

I wouldn't worry about "sharpness" of the pipe. On an N/A car as long as you can eliminate all vacuum the intake is as efficient as it can be.
I know a lot of people who freak out about having a restrictive intake but when you connect a vacuum gauge to the car you can see how effective an intake really is. When you're at WOT it should read 0. If it doesn't then your intake is too restrictive, if it does then making pipes bigger or straighter won't make any difference.
I remember back in high school when Fast and the Furious was all the rage and everyone wanted a civic people believed that all they needed was a bigger intake and 15bhp would magically appear.

Go on Ebay, look up miata intakes. There is a Racing Beat intake clone(godbless the Chinese and their flagrant disregard of copyright laws). It's the U turn kind that you want $40. Smooth radious turn. Power will come.
