Hmmm, what kind of licensing is required to run events like this?

Pretty sure you'd have to run a SE-Div time-trial school (they hold a couple of them through the year @ Littl Tally) to get your SCCA TT license, and get signed off on for Hill Climbs (as they are considered the most dangerous / highest "class" of Time Trials by the SCCA). Safety equipment depends on the class / car. TT / Hill Climb accepts autox classes with a few safety changes as they are decidedly MUCH more dangerous than AutoX. Not having the funds at this point I haven't fully explored all the details, but hill climbs are 1 of the reasons I'm building my car the way it is.

I can for sure see it being very dangerous, but it is such a cool oldschool way to race. I doubt I will make this but I hope to get to one in the future.

From what aMaff said, it sounds like this isn't for the normal everyday person. I doubt I'd drive up there just to watch unless some mx5atlanta people were there. If anyone was able to be there, I'd go to cheer you on!
